Once it starts that download, close the client (it's already subscribed to the mods) then re-open it and let it finish downloading. once you do that you should be able to connect fine. If you are unable to connect delete the one like Mulgthor mentioned.

I subscribed to the mods, and in my library ARK is immediately listed with a "- Ready to play" at the end, which usually happens after a download finishes. The download ark mods not downloading is empty, no "workshop content" download like some other games. On the main menu of ARK, it says "Installing mods I made sure my downloads would work at any hour and while ARK was opened.
I cleared my mods folder aside from the Ragnarok and The Center maps. I've tried restarting the game, restarting steam, ark mods not downloading, restarting my computer. My experience is I had the same issue, my solution favorite the mods you are currently subscribing to then unsubscribe them restart steam then add them back in one at a time and then starting ark each time to download them as it may be possible one of them may be out date is causing the problem in the first place.

I have been having nearly the exact same issue, but when I subscribe to mods, nothing happens. No folder is created, no indication that anything is happening. When I go in the game, it says it is installing the mod in the bottom right corner but no matter how long I wait, nothing happens.
