What version does it cant download minecraft 1.13 for you? From there click "Reset". That'll reset the app from the store, and should at least knock loose the update if needed via the store. You might also want to try to do the same "Reset" selecting the Microsoft Store in the Apps list. Once you reset the apps, I'd also recommend rebooting your computer, and checking the store for updates again.
You can check for all app updates in teh store clicking the three dots in the top right, selecting "Downloads and Updates" and then "Get updates" button.
