For me this always worked: Restart steam no idea if really necessary then start EU4 not just the launcher but really the game and close it right away. I've never used the workshop in any other game, so I don't know how normal this is. But It takes some time between a day and a week! I've used it for both Skyrim and Torchlight 2, always worked perfectly. If yes then it's a bug eu4 mods not downloading to the EU4 client, if not steam messed it up.

For pc users, after subscribing, start the launcher, do not worry that you do not see the subscribed mods, and launch the game; EU IV only downloads subscribed mods when the client is run, NOT the launcher. Let the game finish loading and exit, start the launcher again and the mods should now be listed in the launcher as being available, enable the check mark next to the mods, then start the game and the mods will now be enabled for play.
MisterSmith It didn't even create a mod folder there, I created it manually to try and help it along but that didn't help either.

One thing that always bothered me, though, was that I couldn't get ironman mode to work despite having cloud saving enabled. Well guess what, I didn't, and that's the same reason my mods didn't update after the first previous launch! It seemed like cloud saving was forced on to the game because it was grayed out, but in fact it meanth I had never enabled cloud saving for any game to begin with! So check your cloud saving options and enable them if they're not, I hope it works out for you that way :.
